Action Issue Items -There were no new Action Issue Items Tracking Issue Items Diesel Activities: The majority of this conference call was spent on state-by-state presentations of the status of diesel emissions control activities. This information is being developed in a separate document for presentation to the WESTAR Council. STAPPA Mobile Sources/Fuels Committee met 22 October and discussed: -EPA and FAA are working with a STAPPAstakeholders group to address ozone precursors from airport ground support equipment (GSE). The scope of this work includes 65-70 airports that have more than 25 pieces of GSE, but does not include either California or Texas. The goal is control of NMHC and NOx emissions to assist in attainment of thew one hour ozone standard by 2010 and the eight hour standard by 2015. Marlin Gottshalk of Georgia is heading this effort for STAPPA. -EPA has released General Conformity Guidance for Airports. There are 39 major issues contained in this guidance. The Denver conformity plan addressing the new airport there, was used extensivelyas an example in this guidance. Dave Stonefield at EPA is the primary contact. -The Puget Sound Agreement on Conformity was discussed as a model for banking and trading of emissions credits in a conformity plan. Dave Kersher of the Puget Sound Clean Air Agency is the contact. OBD II Workgroup: The workgroup has issued its Final Draft Report. Outstanding issues cited include: -Concerns over high mileage performance of OBD systems -Lack of overlap between OBD II and Tailpipe emissions failures -Potential conflict of interest with dealer testing of OBD in an I/M setting -Tampering Brock Nicholson with the State of North Carolina is the contact for the OBD Policy Workgroup Emissions Modeling Committee: -Mobile 6.2 (Toxics) remains in draft form, with its comment period open until the end of January. -The Nonroad model is slated for full release in spring 2003 and there will be no early versions released to states as with M6. -The MOVES model is out for comment STAPPA is developing comments to be finalized by December 3rd for submission. Discussion Items -The OBD Stakeholders webpage is up on the EPA site (no URL available) -American Lung Association position on I/M and Toxics is available at  HYPERLINK "http://www.lungusa.org" www.lungusa.org -The 2002 revisions to OBD guidance are available -The OBD Stakeholders group was scheduled to be complete at the end of this year, but finds itself with additional issues. Five additional meetings have been scheduled through March 2003. Open Microphone The WESTAR Board has issued a reminder to all of its committees to be sure to keep them informed of emerging and hot issues as soon as possible. Committee members are asked to consider the possible impacts and implications of day-to-day activities and communicate with committee chairs on potential hot-button issues. WESTAR staff are planning for an all-committee face to face meeting for early spring. All committee members are requested to be present. Committees have travel allowances in their budgets to defray travel costs.
