The issue of the status of California’s vehicle idle shutdown technology was clarified as being in the proposal stage only. Action Issue Items -There were no new Action Issue Items Tracking Issue Items The two Issue items that the MS Committee is currently tracking are -Compiling a comprehensive report on diesel emissions reduction activities and -Pursuing a regional idling limitation Diesel Activities: -The WESTAR Directors are interested in having our committee compile a report on all diesel emissions related activities in the region. A Sierra Research report had been circulated amongst Committee members, but it was deemed too narrow in scope, since it dealt strictly with I/M. -Our charge is to investigate other diesel strategies as well, to include idling, roadside enforcement, fuel controls, pollution prevention etc. -The appropriateness of a survey to collect this information was briefly discussed. The Directors want a more generalized view of diesel activities, rather than lots of technical detail. -The scope of this report is to be confined to the western states only. Although there is a considerable diversity of diesel activity in the easten states, the air quality issues, density, VMT and fleet characterization is so different there, that attempting to compile all of that information would not be effective use of our time. -The concensus of those on the call was that the best way to collect this information would be to discuss it in our next conference call. Action Item – each committee member is to seek out their resident diesel control strategies expert and have that person be present on our next call. This will enable us to gather a considerable amount of diesel information very quickly. Idling Limitations EPA Region 8 is beginning a campaign to have school districts voluntarily limit school bus idling, particularly in the vicinity of school grounds, due to concern over toxics exposure from diesel exhaust on school children. A letter, signed by Air Directors will be sent out from Region 8. Utah has already begun to form workgroups with school districts to coordinate action. -Nevada has idling limitation statutes on the books, but they are not enforced -Oregon DEQ and DEd have sent formal memos to all their school districts asking them to limit idling, but there is no statutory authority. -The WESTAR Strategic Plan includes an action item (KRA 3) that would promote and implement a region-wide air quality strategy or strategies. Diesel idling limits may be an excellent candidate for this fulfilling this action item. Cost effectiveness and feasibility are potential issues to be investigated by the Mobile Sources Committee. Additional considerations would be a regulatory vs a voluntary approach; and diesel only vs gasoline and diesel. Discussion Items Voluntary Diesel Retrofit draft guidance is available and EPA is seeking input and comments, particularly as they relate to available PM and NOx credits. The question was asked whether STAPPA/ALAPCO would be submitting comment – unknown. On Board Diagnostics – Available OBD website resources now include  HYPERLINK "mailto:OBD@epa.gov" OBD@epa.gov and OBD.Clearinghouse.com. -Several states have reported minor problems with Autozone auto parts retail stores. These stores are offering a free OBD II scan to customers, which sometimes will include clearing Diagnostic Trouble Codes (DTC’s). Absent proper diagnostic and repair procedures, this is at cross purposes with the intent of mobile source emissions reduction strategies. Documented cases in several states show that motorists are using this free service in attempts to circumvent OBD I/M failures. Complaints should be directed to Mr. Ray Pohlman of Autozone Government Relations at (901) 495-7962. Pep Boys and Firestone Stores are allegedly providing this same service. If this practice becomes pervasive, states should contact Buddy Polovick of EPA OTAQ. -An update to EPA’s OBD guidance is due out in late October – November. This update will include Canadian OBD.
