Action Issue Items -There were no new Action Issue Items Tracking Issue Items -Report on the STAPPA/ALAPCO Mobile Sources Committee: -Transportation Equity Act for the 21st Century (TEA-21) Conference call was held to establish STAPPA Policy on CMAQ and Conformity issues. Recommendations: -Increase CMAQ funding -Allow Air Agencies to play a bigger role in the decision process -Extend funds availability to areas projected for non-attainment for PM2.5/8 hr O3 -Apportion funding according to the severity of areas air quality problems -Combine/revise the 20 year and 3-5 year Conformity plans; possibly by reducing the 20 year planning horizon and increasing the 3 year horizon -A conference call is planned for STAPPA/ALAPCO Air Directors to prepare for the national meeting in Stowe, VT- Scheduled for 9/20/02 2:30 PM PDT FFI -Dave Nordberg -OBD Stakeholders Call -This call was postponed due to the Clean Air Conference FFI- Cindy Heil IV. Discussion Items -WESTAR Business Meeting In Santa Fe, NM 9/4 9-6/2002 -Trista made a ten minute presentation to the Directors on Mobile Source Committee activities. The Directors are very interested in having the Committee focus on diesel emissions activities, particularly idling and levels of diesel control strategies in the various member states. FFI -Trista -Voluntary Reduction of Diesel Emissions From School Busses -California is intensely studying the issues of reduction in air toxics exposure to school children due to school bus idling. A ban on idling within 65 feet of any school yard has been proposed. More information will become available as this work progresses. -On a related note, the issue of truck stop electrification was discussed (IdleAire is the proprietary name of one of the suppliers of this equipment). Some studies are showing that the diesel idling issue may be less serious at truck stops than at distribution points (warehouses etc.) where there may be more inner city exposure and the application of electrification is more problematic. -California is considering the application of idle limiting devices on diesel engines, which would shut down an idling engine after a specified time interval. FFI Darrell Hawkins -Information from the Clean Air Conference in Colorado -The Mobile Sources Clean Air Conference was well attended, despite the tight budget situation and the timing coinciding with the anniversary of 9/11. The focus was definitely on OBDII implementation, given the EPAs shift away from tailpipe testing and toward OBD testing. The sessions ranged from Policy and future technologies all the way to technician-level repair issues, with everything (OBD) in between. -There were several sessions on diesel issues as well, again ranging from policy to technical. -Two of the WESTAR MS Committee members were present at the Conference (Doug Decker and Sig Jaunerajs), but this didnt constitute a face-to-face meeting of the Committee. FFI Doug Decker Open Microphone -Can other states adopt Californias Global Warming New Vehicle Certification Standards? This question had been raised during the call on 8/6/2002. Based on the interpretation by the State of California, the answer is yes other states can adopt California Cert standards. These standards apply specifically to ROG + NOx and CO2 emissions.
